Visual Menu has cross-platform menu scrolling capability and scrollbar buttons that are modifiable within Visual Menu Maker and completely described by CSS. You also have fine granular control over scroll speed. You can make menus scrollable by including the Menu Scroller Add-on module. You do this by setting the "Menu Scroller" property to true, in the "Menu Settings" step of Visual Menu Maker.
